Operator Determined Barring General Data  <odb_general>

The set of subscriber features that the network operator or the service provider can regulate
Reference: 3GPP TS 29.002
The bits of this field are follow the definition in 29.002, where the value is represented as a bit mask, where the right most bit is bit 0, and the bit positions align with bits positions defined the reference.
For MAP, please keep in mind that the binary value sent in the message will differ from that provided here due the encoding rules. The value is essentially flipped at the bit level support transmitting bit 0 (allOG-CallsBarred, 0x80) first, per the reference, whereas bit 0 of the value is the right most (LSB) (0x01).
For Diameter, the bits are mapped from the configured value as below (reference 3GPP TS 29.272)
Element Bit AVP Bit Description
15 0 All Packet Oriented Services Barred
16 1 Roamer Access HPLMN-AP Barred
17 2 Roamer Access to VPLMN-AP Barred
0 3 Barring of all outgoing calls
1 4 Barring of all outgoing international calls
2 5 Barring of all outgoing international calls except those directed to the home PLMN country
6 6 Barring of all outgoing inter-zonal calls
7 7 Barring of all outgoing inter-zonal calls except those directed to the home PLMN country
