Subscriber Count  <count> 

Specifies the number of subscribers the database contains.
This parameter is required when creating a new database. It is not required when referencing an existing database, however if provided it must be equal to the size provided when the reference database was created. The total subscribers contained in all simultaneously existing databases must be not greater than the licensed capacity of the system.
