Delay, without receiving acknowledgement, before retransmitting for the first time.
This is only applied during the connection process. If modified after beginning the connection process, the change will not take effect unless the connections are stopped and restarted. This is the request initial/minimum RTO, however the value is dynamic based on calculated RTT (which will be impacted by the sack_timeout of the peer).
