SCTP Path Retransmission Attempts <sctp_path_retran>
This is the maximum number of consecutive retransmissions over a destination transport address of a peer endpoint before it is marked as inactive.

This is only applied during the connetion process. If modified after beginning the connection process, the change will not take affect unless the connections is stopped and restarted.
