SmartEvent States  <states> 

Contains a list of unique states that a subscriber can traverse in your state machine. The values used for current_state and next_state in the event handlers must be defined in this list.

The ordering of the list is only significant in respect to the first item. It is considered to be the initial state - the state machine begins in this state, and by default the machine will return to this state when indicated by a transaction_complete or transaction_failed element in an event handler.
