EAP Only Authentication  <eap_only_auth> 

Enabling this option on the Initiator will indicate the desire to not use public-key-based responder authentication. This will cause the Initiator to send a EAP_ONLY_AUTHENTICATION notification payload during IKE_AUTH. On the Responder, this indicates support for EAP_ONLY_AUTHENTICATION. If not enabled on the Responder, the EAP_ONLY_AUTHENTICATION notification payload will be ignored and the AUTH payload will be included in the exchange. (rfc 5998)
