T3396 Timer Value <t3396_timer_value>

The MME will include this value as the T3396 timer value when sending a DEACTIVATE EPS BEARER CONTEXT REQUEST message when the ESM cause value is #26 "insufficient resources" and a value is provided. This timer provides APN based congestion control.
